    Many community organisations grow through commitment, trust and people doing what needs to be done. That can carry an organisation a long way. But bigger opportunities often bring bigger questions: who can decide, who carries responsibility, what the organisation exists to do, and whether the way things work in practice matches what is written down. Sometimes those questions are not abstract. They are about whose name is on the lease, who owns, holds or is responsible for the assets, who employs staff, who can sign agreements, and who would be responsible if something went wrong.
